CHIP – Coalition for Homelessness Intervention & Prevention
CHIP partners with the Indianapolis community to advance a shared vision to end homelessness by inspiring collective action and advocating for permanent housing solutions.

About CHIP
CHIP is the backbone organization coordinating Indianapolis’s community response to homelessness. CHIP works to create an Indianapolis in which homelessness is rare, brief, and non recurring by aligning systems, organizations, and people toward shared strategies and outcomes. Rather than providing direct services, CHIP strengthens the homeless response system through data driven planning, cross sector collaboration, and collective action.
CHIP brings together more than 80 partner organizations across housing, healthcare, behavioral health, employment, philanthropy, and government to implement evidence based approaches to homelessness prevention, crisis response, and permanent housing solutions. Through initiatives such as the Homelessness Management Information System (HMIS), coordinated entry, and community wide planning efforts, CHIP ensures that resources are targeted effectively and equitably—prioritizing individuals and families with the greatest needs.
A core component of CHIP’s work is ensuring the community has access to accurate data, shared goals, and a collective understanding of progress and challenges. CHIP produces and disseminates community wide reports such as the Point in Time Count and State of Homelessness, supports system performance improvement, and facilitates conversations that promote accountability, learning, and collaboration. By centering lived experience and racial equity, CHIP helps ensure that the system responds to homelessness with dignity and effectiveness.
Funding support is critical to sustaining and strengthening CHIP’s role as a system leader. Grant funds will be used to support core operations, including data infrastructure, systems coordination, communications, and community engagement. These funds allow CHIP to maintain high quality data collection and analysis, facilitate strategic planning and alignment among partners, and ensure that accurate, timely information is shared with policymakers, funders, and the broader community.
In addition, funding will support CHIP’s ongoing efforts to elevate community voice, strengthen public understanding of homelessness, and promote evidence based solutions. Resources invested in CHIP have a multiplier effect, increasing the impact of direct service providers, improving system efficiency, and advancing long term solutions that reduce homelessness across Central Indiana.
By investing in CHIP, funders support a coordinated, collaborative approach that maximizes community resources, improves outcomes for individuals and families experiencing homelessness, and drives systemic change to ensure housing stability for all.
